Plans Submitted to Deliver Royton Regeneration Scheme

12 February 2013

The retail development specialist Dransfield Properties Ltd has submitted its plans to Oldham Council for a major regeneration scheme of Royton District Centre -  bringing  a £22.5 million investment to the town.

The company has been working on the ambitious scheme over the last twelve months and has now submitted the proposals for the long awaited improvements in the town.

The proposals will deliver the new development in two phases - once completed the overall scheme will transform the town centre bringing a new retail heart to Royton and up to 300 new jobs.

Phase one will create a brand new 22,766 sq ft modern retail area in the existing precinct, off Rochdale Road, replacing a rundown block. This phase will also deliver a new medical centre in the town and some improved parking facilities.

The old Haldanes unit will be taken down as part of the work as well as six units in the precinct. The development team has been working with all the businesses affected by the plans.

This first phase will then pave the way for the second stage of the development plans which will deliver;

·         A new 50,000 sq ft food store

·         Petrol filling station

·         320 space town centre car park

·         Children’s play centre

·         Improved markets area

Detailed plans have been submitted for phase one of the work, with the second phase of the project submitted in outline.

The plans which have been submitted form part of the Council’s wider aspiration to regenerate the area. A need was identified by the local authority to deliver a fully-integrated major food store; the redevelopment of Royton Assembly Hall and the refurbishment of the Town Hall and Library; as well as improvement works to the precinct and pedestrian environment, improved car parking; and an enhanced markets area.

As part of a separate review by Oldham Council of the wider Borough’s ‘Leisure Estate’, Royton is also due to be home to a new leisure centre.

Dransfield Properties is based in Barnsley South Yorkshire and has delivered award winning town centre developments across the country including Gainsborough in Lincolnshire and Morpeth in the North East.

The company’s plans for Royton were unveiled at an open public consultation session in Royton in March last year – around 400 people attended the event and 86 per cent of those who filled in a feedback form welcomed the investment in the town.

Retail Property Director at Dransfield Properties, Andrew Malley, said: “There has been a great deal of interest and enthusiasm for our plans for Royton which was apparent at the public consultation session we held last year and throughout all our meetings with stakeholders in the town.

“We are delighted therefore to now be at the stage of submitting an application. Delivering the scheme in this phased way will allow us to deliver some of the benefits of the scheme in the shorter term as we continue to work on the detail of the second phase of the project.”

If the plans are supported by members work could start as early as this summer on the first phase. The application documents can be viewed on the Oldham Council website at www.oldham.gov.uk
